  10. The DDN MANAGEMENT BULLETIN is distributed online by the DDN Network
  11. Information Center under DISA contract as a means of communicating
  12. official policy, procedures and other information of concern to
  13. management personnel at DDN facilities.  Back issues may be read
  14. through the TACNEWS server ("@n" command at the TAC) or may be
  15. obtained by FTP (or Kermit) from the NIC.DDN.MIL host [192.112.36.5]
  16. using login="anonymous" and password="guest".  The pathname
  17. for bulletins is ddn-news/ddn-mgt-bulletin-nn.txt (where "nn" is the
  18. bulletin number).

  21.                       REGISTRATION OF TAC USERS
  22.      
  23.     On 25 October 91, the Defense Information Systems Agency
  24.     (DISA) published DDN Management Bulletin 85, which discussed a
  25.     problem with the timeliness of TAC users being re-registered
  26.     with the Network Information Center (NIC).  This problem
  27.     surfaced as a result of MILNET hosts being deconfigured and
  28.     moved behind concentrators/gateways.  In Management Bulletin
  29.     85, the 15th of December had been set as the date the NIC was
  30.     to terminate network access to all TAC users utilizing TAC
  31.     cards registered to deconfigured hosts that had previously
  32.     been direct-connected to the DDN.
  33.      
  34.     The purpose of this bulletin is to advise all concerned that
  35.     the 15 December 91 termination date has been extended.  The
  36.     reason for this decision is simple--there was not enough
  37.     time to clear the logjam of users requiring re-registration
  38.     processing both at the MILDEP level and at the NIC.  The
  39.     process of re-registering TAC users who now fall behind
  40.     concentrators/gateways had become a difficult and convoluted
  41.     problem.  However, DISA and the Military Departments have had
  42.     several meetings on this issue and have come to agreement on
  43.     how to solve the problem long-term.  Therefore, once new
  44.     registration procedures are implemented and re-registration
  45.     is moving smoothly, a new termination date for TAC cards
  46.     issued under the "old" deconfigured hosts will be set.
  47.     This will probably occur within the next few months and will
  48.     be done in conjunction with the annual re-registration 
  49.     process.
